What does committing to play at a certain college really mean? How do you commit to a college?

The true meaning of committing to play is when you sign an NLI (National Letter of Intent). It's probably the only binding agreement. Of course there are verbal commitments which are not binding. You are committed to the school when you pay tuition which has nothing to do with a guaranteed roster spot. Without an NLI or scholarship offer a coach can say most anything ranging from a guaranteed fall roster spot to being called a preferred walk-on. All that is are tryouts with no sure ending. Make sure you communicate with the coach .... don't only hear what you want to hear.

So if i wanted to commit to playing baseball at a school, how should i communicate with the coach. How does the NLI work?

To answer your question as simply as possible: The coach decides whether he will offer a NLI and or scholarship. So it's all about you emailing, calling and being seen by the coaches.
